Efforts to set controversial European Union-wide rules for takeovers have descended into chaos just hours before a key vote by ministers.

Attempts to water down the takeover proposals erupted on Wednesday when Frits Bolkestein, the internal market commissioner, said he would not support anything other than his original plan.
