Hammond’s tax giveaway is less than it seems, claims former minister

Chancellor’s budget is not as generous for high earners if national insurance hike is taken into account, warns Sir Steve Webb

A cut to income tax in yesterday’s Budget — billed as a giveaway for higher earners — is only about half as generous as advertised, according to Sir Steve Webb, a former UK pensions minister.

In his annual autumn fiscal update, the UK Chancellor Philip Hammond announced he would bring forward a planned increase in the threshold above which UK wage earners begin paying income tax at 40%, from the current £46,350 to £50,000.
