Incoming European Commission president José Manuel Barroso has been sent back to the drawing board to reshuffle his team of commissioners.

His withdrawal of the team came minutes before a crucial vote in the European Parliament which was expected to throw out his nominations. The withdrawal gives him a last chance to make key changes to secure support.
