Qatar and the UAE are hoping it will be third time lucky. Twice they have applied to be elevated from frontier to emerging market status in the MSCI index and twice they have failed. A decision on their third application is to be delivered in weeks.

The issue is key if index tracking funds are to be attracted to the region, but custodians have already been building operations and say new business opportunities in the Middle East are flourishing.
