The European Commission will present its detailed proposal for a directive to overhaul securities clearing and settlement operations in Europe early next year, according to a highly placed commission official.

The official said: "We need to move quickly because the markets are moving and changing relatively quickly. We think it is really important. It's one of the key issues for the financial services industry now that the financial services action plan is completed."
