European Union finance ministers agreed to conduct technical research into creating a financial transaction tax, even though EU governments remain divided on the issue, the ministers said after a meeting on Friday.

"This should provide the ingredients for an appropriate coordinated line of actions to be presented in international fora such as the [Group of 20 industrialised and developing nations]," the ministers said in a statement.
