My employer is relocating me but my partner does not want to move – can I refuse to go?

No employer can actually force you to move against your will, but the relevant question really is not whether you can refuse or not, but whether you have a right to compensation, if you do refuse. And the answer to that, as with many legal questions, is that it depends.
