FSA finalises management line-up with new enforcer

The Financial Services Authority, the UK market watchdog, has appointed Andrew Procter as its new director of enforcement, filling the last gap in its senior management team before it assumes full regulatory powers in November.

Procter joins the FSA from the Hong Kong Securities and Futures Commission, where he was an executive director and has worked since 1996. Procter, an Australian national, worked at the Australian Securities Commission between 1993 and 1996. He is also a senior member of IOSCO, the International Organisation of Securities Commissions.
