When world leaders and finance executives arrive in Dubai for the start of COP28 this week, they will meet at a time of growing urgency to tackle the climate crisis. This year is set to be confirmed as the hottest year on record while a stocktake of progress on the climate goals agreed in Paris eight years ago shows that more action is needed if the world is to achieve them.

The stakes could not be higher but investors have been deeply cynical in the run-up to the climate summit — this year’s event is hosted by the United Arab Emirates, one of the world’s biggest producers of gas and oil.
