When world leaders and finance executives arrive in Dubai for the start of COP28 this week, they will meet at a time of growing urgency to tackle the climate crisis. This year is set to be confirmed as the hottest year on record while a stocktake of progress on the climate goals agreed in Paris eight years ago shows that more action is needed if the world is to achieve them.
