UK prime minister hopes to frustrate opposition leaders' efforts to delay an October 31 Brexit

UK prime minister Boris Johnson will shut down Parliament in the weeks before the country’s planned date of exit from the European Union.

The move — known as proroguing Parliament — greatly increases the chances that the UK will leave the bloc without a withdrawal agreement in place and comes a day after opposition party leaders agreed a  plan to prevent such an exit.
