Does Andrew Bailey have a new twinkle in the eye? Is there an extra spring in the step of the Financial Conduct Authority’s chief executive?

If the usually restrained regulator, once dubbed a "big sexy turtle" by his boss, is indeed a little more animated than usual it may have something to do with Mark Carney's declaration that he will stay on as governor of the Bank of England until 2019. It makes Bailey a shoo-in for the job.
