Javier Tordable-Parcerisa, has resigned as chief executive of MTS Spain to launch Spain's first emissions exchange. He had been with MTS Spain since it started in early 2001.

Tordable-Parcerisa will launch the Sendec02 platform next January as an internet-based trading system for local carbon dioxide emission rights. There are plans to extend the platform to include EU-wide emission rights.
