Paul Myners, former chairman of Gartmore Investment Management and interim chairman of Marks & Spencer, has published a discussion paper inviting comments on whether to change the guidelines surrounding pre-emption rights in the UK.

Pre-emption rights aim to protect shareholders against dilution of their stakes.
