John Vickers, director general of the Office of Fair Trading (OFT), is the first head of the UK watchdog to step aside from an investigation to avoid a conflict of interest.

Vickers decided not to work on the various bids and approaches for Safeway, the UK supermarket group, last week because he had carried out merger consulting work for a supermarket chain nearly a decade ago.
