The UK government may follow the lead of its water regulator when it restructures Railtrack, the network infrastructure operator that it pushed into administration last week.
The Government said Railtrack's yet-to-be-named replacement would be a not-for-profit company limited by guarantee. The same structure underpins Dwr Cymru, or Welsh Water, which was restructured into a wholly debt financed structure called Glas Cymru earlier this year.
