The UK financial watchdog has strongly rebuked City brokers for not keeping pace with regulations designed to avoid a repeat of the financial crisis, and called for “urgent” changes to pay and culture.

In an open letter to the chief executives of brokers in the wholesale financial markets, the Financial Conduct Authority warned standards needed to be raised across the sector, which it said was still too open to conflicts of interest.
